Confusion on Communication section in KD4

On the subsection "Listening", it's trying to explain how important Listening and listening skills are. However why all of a sudden there's a sentence saying "oral communication is rated as the #1 skill for a QA analysis" ... i thought we're talking about listening there yet it says verbal skills is the most important. Any clue?
