Hi,

Creation of user manual is Failure/Preventive/Appraisal cost?

Its certainly not failure

Its certainly not failure cost.
Appraisal cost is the cost of testing. So it does not fall here too.

Its preventive cost because if users read the manual then they will not raise defects in production because of understanding gap.
