Inhouse development of software

Your organisation has planned to purchase a third party tool for time sheet entry. But there is opposition from the project leaders that there are people with skills to develop the product in house. Your boss asked for your advice. As a quality analyst how will you decide on whether to purchase or develop in house.

In house development most times is expensive and additonal overhead for management to recruit maintainence staff.
You will have to make some assumptions to answer this questions... like external software is expensive to start with , however it will pay off eventually.
Also you will have to mention few points similar to Tool deployment given in CBOK
