SV is generally defined as

SV is generally defined as "Any deviation from the baseline plan of a project, measured by comparing budgeted cost of work scheduled with budgeted cost of work performed."  A positive value indicates you are ahead of schedule and negative value indicates you are behind schedule.

schedule performance index (SPI) is expressed as % and usually value less than 1 is considered behind schedule and value greater than 1 is considered ahead of schedule.

Hope this clarifies.
