Test Plan & Test Cases

Hi!
I need Help regarding these Interview Questions:
In a process When/Where do Test Plan and Test Cases come into picture?
Are Test Cases written after Test Plan for each Level is ready?

Test planning is done first and then you write the Test cases based on the plan. If you are following the V model then after requirements are baselined you would complete the System Test cases, After design is done, you would do the functional test cases and Integration test cases and before coding you would complete the unit test cases.
