Practically these would be the steps.
1. List down the standards that are outdated.
2. Do an analysis of how the outdated standards impact the work of individuals and hence the organization.
3. Categorize them and form a team of people. Assign a lead for each category.
4. Each team lead should look at improving the standards and addressing the issues. They will have to talk to many people in the organization at all levels, take their feedback.
5. Involve key stakeholders right from the start and ensure you have their buy-in.
6. Prepare the new standards, ensure that all users are trained on changes
7. Roll out the new standards in the organization
8. Take feedback and constant revise the standards following above steps.
