What is the difference and relationship between installing & implementing measurement program?

In Skill Category 8, at the beginning the CBOK introduces the 4-phased approach of installing measurement program. And near the end of this category, there is a section called 'Implementing a Measurement Program'. I am confused.
1) What's the difference between installing and implementing measurement program?
2) What's their relationships? Which one starts before another?
Please help me clarify these two concepts. Thanks!

Installing is like the Design phase
Implementing is like deployment phase
Installing a measurement program talks about about you would design a measurement program
Implementing the measurement program talks about how you will implement a measurement program once its designed.
These are two very separate processes and each of them have their own steps. You may have a very good measurement program but while implementing it you may screw up if you dont select the change champions or dont get management buy-in. Implementing measurement program talks about how to implement change in an organization.
I would appreciate people asking such questions rather than putting their email IDs and asking for materials
